CM-PATRA: Critical Minerals Patent and Technology Tracker

Patent families and funded R&D projects for India's critical minerals. Four software agents ingest, classify, resolve and audit the records; every label below carries the rule or reviewer that produced it. Data as of 2026-10-13.

Read this first. Coverage is partial. Google Patents holds few Indian-office filings for 2016–2026, so recent Indian filings are under-counted, and the R&D list is one scheme (Ministry of Mines S&T) with titles and status only. Counts are lower bounds, not market totals.

Agent run log

What each agent did on this build. The auditor is a deterministic gate; nothing is published if it fails.

  1. scout · ingest · 438 → 438
BigQuery SQL on patents-public-data.patents.publications. One row per patent family; Indian-office publications and Indian-applicant families in the seed CPC set, publication year 2000 onward.
  2. classifier · classify · 438 → 346
CPC prefix rules, then title/abstract keyword rules; reviewed overrides applied last. 48 labelled by text where CPC gave no mineral; 2 reviewed overrides.
  3. resolver · entity-resolution · 421 → 402
Alias rules over harmonised applicant names; cue words for type. Input = distinct published names; output = distinct canonical names.
  4. scout · ingest · 130 → 130
Public SATYABHAMA 'Ongoing Projects' list, read from the portal's paged table. Titles, project numbers and status only. The public list does not name the institution or give outcomes.
  5. classifier · classify · 130 → 62
Title keyword rules; reviewed overrides applied last. 0 reviewed overrides. Output = projects naming an India-list critical mineral.
  6. auditor · audit-gate · 568 → 568
Deterministic checks: identity present, date order, id format. No failures. Data-quality warnings (kept, flagged): publication precedes filing in the source: IN-2015MN00488-A.
  7. scout · ingest · 1472 → 6
IPO Journal 41/2026 pilot: PDF text extraction, broad IPC/title filter. 49 broad hits narrowed to 6 mineral-processing publications; 0 with an Indian applicant. Pilot only: kept separate from the patent counts.

Sources

  • Google Patents Public Data (BigQuery) · CC BY 4.0. Indian-office publications are dense for 2015 and sparse for 2016–2026 (about 100–260 a year, mostly without CPC or abstracts); Indian-applicant filings at other offices are complete. Counts are therefore lower bounds for recent Indian-office filings.
  • SATYABHAMA portal, Ministry of Mines — Ongoing Projects (public list) · Public government web page; used for analysis with attribution. 130 ongoing projects under the Ministry's S&T programme (the portal reports 1,681 registered and 0 completed). One funding scheme, not all Indian critical-minerals R&D.
